Data processing on this website

Every time you visit a website, data is automatically collected and stored. The Ministry of the Interior for Digitalization and Communes Baden-Württemberg collects and stores data which your browser sends to our server. This data tells us:

  • The type and version of your web browser,
  • the operating system you use,
  • which site was accessed,
  • the previously visited site (referrer URL),
  • time of the server enquiry.

The Ministry of the Interior for Digitalization and Communes Baden-Württemberg evaluates data for statistical purposes only, which allows us to evaluate demand for our web offering. The Ministry of the Interior for Digitalization and Communes Baden-Württemberg does not have any facility to assign the collected data to any specific individual. This data is not merged with any other data sources. The IP numbers are registered for the duration of the visit to allow enquiries to be answered, but are not stored beyond the end of any visit. Data logged when accessing the web offering is only forwarded to third parties to the extent that we are obliged to do so by law or by a court decision, or where forwarding such data is necessary for the purposes of legal or prosecution in the event of attacks on the internet infrastructure of the Ministry of the Interior for Digitalization and Communes Baden-Württemberg. Otherwise, no information is forwarded to third parties.

Forwarding of personal and non-personal data to third parties

There is no need to log in to the State-wide payment page in person. We only forward data to third parties, which is recorded when a person accesses the State-wide payment page, where we are legally required to do so or obliged by a court decision or pass it to the internet infrastructure of the Ministry of the Interior for Digitalization and Communes Baden-Württemberg to take civil or criminal action in the event of an attack. Your data will not be forwarded on for other commercial or non-commercial purposes. We transmit the following information to the Federal-State E-payment Platform (ePayBL) operated by the municipal IT service provider Komm.ONE (AöR) to handle payment transactions: the amount to be paid, the due date, the reference, a descriptive accounting text and other technical information independent of the posting. ePayBL forwards this information to the respective selected payment provider. Currently the payment providers are Mastercard, Visa and PayPal. The data needed to authorize the payment transaction is inputted via the selected payment provider’s internet portal. The aforementioned data transmitted by the State-wide payment page to ePayBL is not stored by the State-wide payment page.

Use of cookies

Session cookies are used for regionalization on the State-wide payment page. These do not gather any personal data. Cookies are text files which are saved locally in the memory of the Internet browser on the used computer during the session. If you have deactivated cookies, this can affect the functionality of the payment page.

Protection of minors

Persons under the age of 18 should not use the State-wide payment page without the agreement of a parent or guardian. We do not request any personal data from children and young people. We do not knowingly collect such data and we do not forward it on to third parties either.

Links to websites of other providers

The State-wide payment page contains links to websites of other providers. We do not have any influence over whether the said providers comply with data protection regulations.

Data protection

The electronic processing of the data takes place exclusively on your behalf. The State administration of Baden-Württemberg protects your data against unauthorized use in accordance with the available state of technology. By using the State-wide payment page, you consent to the necessary processing of your data. You are obliged not to carry out any negligent or intentional activities, which adversely affect the functionality of the State-wide payment page.

Data Protection Module E-Payment (ePayBL)

Description and scope of data processing

For the integration of payment systems into our online services, we use a payment solution from the municipal IT service provider Komm.ONE (AöR) as well as services from the companies S Public Services GmbH and PayPal as payment service providers (PSP). By means of interfaces to their systems, the system-side connection of our online services to the following payment methods creditcard and PayPal is ensured for us.

On Komm.ONE systems, only customer master data, if required and transmitted by the appropriate procedure, is collected and passed on to the PSP. These data are only stored as long as they are needed for the successful processing of payment transaction. Depending on the payment method, the following data will either be passed on to S Public Services GmbH and then to the respective payment system and its service provider or to PayPal for processing the payments:

  • Surname and first name,
  • IBAN,
  • e-mail address.

Legal basis for data processing

Legal basis for data processing and transfer of the data to the above mentioned third party is Art. 6 para. 1 lit. b DSGVO. In addition, Art. 6 para. 1 lit. f DSGVO (legal basis for data processing).

Purpose of data processing

Data transmission and data processing are necessary in order to be able to process the payment transaction with the selected payment method and to be able to complete the payment successfully. The connection of different payment methods is complex and costly. Therefore we use professional service providers for the technical connection. In our legitimate interest in Data processing is operated by S Public Services GmbH and PayPal Europe according to Art. 6 para. 1 lit. f DSGVO is justified.

Duration of storage

The data will be deleted as soon as it is no longer necessary for the purpose of its collection. This is the case if the contract has been settled and there are no claims for back claims and after the expiry of the statutory warranty or guarantee periods. Subject to legal retention periods beyond this date, the data will be deleted.

Opposition and removal possibility

The collection of data for the provision of the website and the storage of the data in log files is essential for the operation of the website. There is consequently no contradiction on the part of the user.
